I'm not sure what to say exactly..Covering a song like that doesn't have a whole lot of upside, except maybe for Bryan or if it made someone who didn't know Dylan check him out.

I think this is one of those instances where context really matters. When Ferry's covers album came out in '73 or so, the whole idea of covers album was highly suspect - you were supposed to be original at all times. And as Dylan was still regarded as a godlike, unassailable figure at that point, what better way to upset the apple cart than to take one of his most "sincere" songs and arrange it in a way that says, "Dylan's just a pop star, too"? I remember a lot of my friends being outraged by this song when the album came out (they also hated his take on "Sympathy For the Devil" - the Stones were just as iconic back then), and apparently time has not diminished its ability to piss people off.
