This is a cover of "Beardman Ska", which was itself a cover of Ernie Freeman's 1959 instrumental "Live It Up". The DJ here is Dillinger, and the exact same toast can also be heard on the full length mix of Junior Murvin's "Roots Train". No idea which record used it first.
