Recently (and I mean in the last 2 months) Congress finally got around to hammering out a comprehensive defense bill that will give the Pentagon about 700 billion (that's 300 billion shy of a trillion for the math challenged). Still the "Decider Guy" is going to let "H.R.2764 ":http://thomas.loc.gov/cgi-bin/bdquery/z?d110:HR02764:@@@D&summ2=m& (sorry 'bout the percent sign, don't know how to get rid of it) die a slow death.
The official White House line was;"*In a statement, Bush said the legislation 'would imperil billions of dollars of Iraqi assets at a crucial juncture in that nation's reconstruction efforts.'*":http://ap.google.com/article/ALeqM5j057jBReERcsF-FcZRSWe0h1gaXQD8TQOFK01
This is because Iraq's dough is in US banks. Iraq threatened to withdrawal all it's money if the bill passed as is. So I went and perused the bill and I thought these might be the real reasons for killing it;(Sec. 699M) Prohibits funds under this Act from being made available for Iraq.Directs the Secretary to report to the Committees respecting the government of Iraq's commitment to combating corruption.Prohibits appropriations for foreign operations and export financing from being made available for Iraq unless the Secretary certifies to the Committees that the Departments of State and Defense are providing the Committees with full access to programs in Iraq for oversight purposes.(Sec. 699P) Directs the President to submit to Congress a comprehensive nuclear threat reduction and security plan.(Sec. 639) Prohibits the use of funds for publicity or propaganda purposes within the United States that were not authorized before the enactment of this Act.
And the number one reason to kill a bill;(Sec. 648) Prohibits the obligation of certain funds to pay for: (1) alcoholic beverages; or (2) entertainment expenses for recreational activities.Seriously folks, US banks don't want to lose investment coin if they don't have to. Read the fine print, it speaks volumes.
